In 2021 Hungary prepared its Long-Term Low Emission Development Strategy, the National Clean Development Strategy (NCDS) to meet its legally mandated climate neutrality target enshrined in Act no. XLIV of 2020 on Climate Protection. The low-emission scenarios outlined in the 30-year-long roadmap are cross-sectoral trajectories that specify the costs and benefits of the transition, including avoided costs and labor market impacts by 2050.
This report explores and discusses these costs and benefits in detail and makes recommendations for Hungary to facilitate the planned and coherent implementation of decarbonisation, with the potential to gain broad support from the public and economic actors.
